    The City of Lansing Economic Development & Planning Department is seeking a Rehabilitation Construction Specialists to join their professional team to assist with historical building preservation programs, lead abatement, and construction rehabilitation projects. This is a great opportunity for those seeking to use their knowledge and experience concerning housing codes, construction principles and best practices to solve code violations and problems while improving the habitability of the community by aiding in rehabilitation and development of housing.     Ideal candidates will possess the following: 
    • Knowledge of building, plumbing, mechanical, zoning, and electrical codes and their relation to housing codes. 
    • Skill in composition, computation, and writing clear, complete and concise work specifications including cost estimates, architectural drawings and diagrams.
    • Ability to develop and manage construction projects from conception through planning to completion.

    Qualifications: 
    • High School Diploma or GED plus one (1) year of college/trade related coursework 
    • Five (5) years of experience in residential construction work 
    • OR an equivalent combination of training and experience 
    • Residential Builder’s License or Trade License 
    • Certified Lead Abatement Supervisor or able to be certified within sixty (60) days of employment 
    • Typing skills 30 wpm 
    • Federal and local housing construction and rehabilitation program preferred

    JOB TITLE:                 Municipal Planner/Community Development Block Grant Coordinator

    PAY GRADE:             CP-D               Pay Range: $26.76 - $32.11

    REPORTS TO:           Community & Neighborhood Services Director

    JOB SUMMARY:        Under the direction of the Community & Neighborhood Services Director, is responsible for meeting various housing and community needs. Works with the Senior Planner regarding routine City planning and development review activities and attends all Planning Commission meetings.  Provides administrative support to the Neighborhood Improvement Committee and attends all meetings.  Monitors various State and Federal grants and private resources, works with neighborhood connector groups, prepares applications for annual funding, hosts annual community forums, and manages accounting for Community Development programs. 

    PRIMARY DUTIES & RESPONSIBILITIES:

    1)   Municipal Planner I

    a)    Performs professional work related to a variety of planning assignments including site plan development applications, requests for rezoning, and administrative site plan review.

    b)    Research, review and prepare detailed documents / reports covering land-use master planning, zoning, annexation, site and development plans, site condominium plans, and subdivision plans for review by the Senior Planner, Planning Commission and City Council. 

      c)    Perform field inspections and verification measures to assure development projects are completed according to approved plans.

      d)    Attends Planning Commission meetings and other Boards and Commissions as requested.

      2)     Community Development Block Grant Coordinator

      a)    Provide staff support and administrative assistance to the Neighborhood Improvement Committee activities including housing goals and policies.  Prepare detailed and complex documents / reports for review by the Neighborhood Improvement Committee, City Council and various Boards and Commissions.

      b)    Work with Community and Neighborhood Services department staff, the Neighborhood Improvement Committee and City Council to prioritize community needs, allocate grant funds to agencies and administer the Community Development Block Grant (CDBG) Entitlement Program.  Said administration includes the preparation of annual plans and reports, oversight of grant allocations and expenditures, and assuring conformance with City goals and regulations as well as federal guidelines.

      c)    Seek grants, design program guidelines and provide oversight for the administration of state and federal grants assisting housing and neighborhoods.

        d)    Meet with the general public, social service agencies and neighborhood groups regarding neighborhood improvement and community development issues.

        OTHER DUTIES & RESPONSIBILITIES:

        1.    Works with staff assigned to housing and neighborhoods programs and projects.

        2.    Performs other duties as assigned.

        JOB QUALIFICATIONS:

        1.    The job requires knowledge normally acquired through the completion of a Bachelor’s Degree in Urban Planning, Public Administration or related field.

        2.    Two to four years of experience in municipal planning, community development, and/or grant writing/administration.

        3.    Working knowledge of and experience with Microsoft Office applications and with ESRI ArcGis applications.

        4.    Broad understanding of State and Federal regulations and assistance programs as they relate to Housing and Neighborhood grants and program administration.

        5.    Mathematical ability to make complex mathematical calculations with speed and accuracy.

        6.    Interpersonal skills necessary to effectively communicate in both oral and written forms with City officials and the general public in situations requiring tact and patience.

        7.    Mental ability to frequently work on projects requiring concentration and attention to detail and deal with the concerns of citizens, City officials, etc.

        8.    Physical ability to periodically sit/stand in one position for extended periods of time. Incumbent must occasionally lift/carry items weighing up to 50 lbs.

        WORKING CONDITIONS:

        1.  Normal office environment with little discomfort due to noise, dirt, dust and the like. Site visits and associated climbing or walking in various weather conditions also required.

        Nature of Work

        This is a responsible technical and supervisory administrative position administering programs for the repair and rehabilitation of residential properties in compliance with federal and state laws, policies, and regulations. Work is performed under the managerial direction of the department director. Supervision is exercised over rehabilitation specialists and clerical staff.

        Examples of Work

        Supervises the work of rehabilitation specialists; oversees and authorizes all program encumbrances and expenditures; provides administrative direction and authority for allocating and distributing program funds; reviews loan applications, promissory notes, case reports; conducts random internal audits to ensure compliance with federal and state laws and regulations; assists staff with problem-solving.

        Administers various federal and state grant programs, including writing grant applications, preparing program budgets, and maintaining and updating program procedures.  Recommends and monitors performance of partner agencies and contractors, reviews and approves partner plans, budgets and authorizes payments.

        Designs, implements, and establishes policies for rehabilitation programs to meet community needs; drafts guidelines and procedures for implementation; meets with other city departments.

        Supervises rehabilitation specialist work performing inspections of owner-occupied and rental residential properties to ensure compliance with structural, mechanical, health, safety codes and standards.

        Prepares and manages division budget; oversees preparation of bid documents; drafts project specifications in compliance with code requirements; estimates construction costs; prepares commitment of federal funds for project.
         
        Approves construction project payments based on progress; approves contract changes; resolves disputes between contractors and homeowners of tenants.
         
        Reviews the setup of loans for owners; verifies income and ownership; ensures applicant qualification; sets up loan terms and conditions; prepares loan closing documents and conducts closing.

        Oversees program application process; prepares and executes legal documents for conditional deed; monitors construction and conducts annual inspection; assures compliance with  quality standards; issues payments to contractors; maintains case reports; prepares and executes clear title.


        REQUIREMENTS OF WORK
         
        Thorough knowledge of federal and state rehabilitation programs, laws, policies, and procedures.
         
        Considerable knowledge of the methods, materials and techniques used in conducting housing inspections.
         
        Considerable knowledge of residential construction methods and procedures.
         
        Knowledge of the principles and practices of effective supervision.
         
        Ability to inspect work performed and to determine adherence to codes.
         
        Ability to maintain case records and to prepare reports.
         
        Ability to establish and maintain effective working relationships with property owners, contractors, vendors, tenants, other city employees, and the general public.
         
        Ability to communicate effectively, both orally and in writing.
         
        Ability to walk on rough terrain and climb stairs.

        Performs other related duties as assigned

        Minimum Training and Experience

        Possession of a bachelor's degree and five years of progressively responsible experience in administration, code enforcement or housing rehabilitation including two years of supervisory experience; or any equivalent combination of training and experience. Possession of a residential builder's license desired.

        Possession of a valid Michigan driver's license.
         
        Possession of or ability to obtain a Michigan State Lead Abatement Supervisor License by completion of probation.
